Contracting Pathways

How This Work Can Be Awarded

Certifications are procurement mechanisms, not marketing claims. They change how a contracting officer is permitted to award work. The pathways below are available depending on the requirement and the agency.

Sole Source Award

A contracting officer may award directly to a HUBZone or SDVOSB firm without competition when the requirement falls within the applicable threshold and the officer reasonably expects a fair price. This converts a working relationship into a contract without a full proposal cycle.

Set-Aside Competition

Requirements may be reserved for HUBZone or service-disabled veteran-owned competition. The field is smaller and the evaluation is focused, which shortens the path from solicitation to award.

Price Evaluation Preference

In full and open competition, a HUBZone small business receives a price evaluation preference against large business offerors. The preference does not apply against other small businesses.

Subcontracting Credit

Prime contractors carry HUBZone and service-disabled veteran-owned subcontracting goals. Adding Black Knight to a team improves goal attainment while adding governance and regulatory depth to the technical volume.

If you are working a requirement that could be met through a HUBZone or SDVOSB sole source or set-aside, that is a direct conversation worth having early. Contracting officers are not obligated to volunteer the pathway, and it is simpler to scope before a solicitation is written than after.

New York State and City

Black Knight is Brooklyn-based, holds New York State SDVOB and MBE certification, and our founder examined New York state-chartered institutions as an IT and cybersecurity examiner with the Department of Financial Services.

For state and city procurement, the New York certifications are the ones that apply. Federal HUBZone and SDVOSB credentials do not transfer to state purchasing authority.
